Here's a comment from a venerable tier 1 American VC in the context of a round 7 years ago:

"Israeli VCs are transactional... they don't believe they can contribute beyond the transaction, so flawed logic makes them try to optimize outcomes for their LPs through the transaction itself..."

Israeli VC: Putting aside the cost of these disincentives to the company, the mere fact that the American VC who is going to fund at a later stage will look at the terms and think that about you is bad for the company and bad for your fund.
